INVITATION TO BID: Mashpee Wampanoag Tribe HACCP Facility Construction

The (Owner) Mashpee Wampanoag Tribe, a federally-recognized Indian tribe, will be accepting Bids from Qualified General Contractors for the Construction of and addition and expansion to the existing Hazard Analysis Critical Control Point – Fish and Shellfish Processing Center (“HACCP”).

Contractors wishing to bid for this work must attend a mandatory presentation of the site construction and concrete construction work on May 31, 2022, at 10:00 A.M. EDT at 213 Sampsons Mills Road, Mashpee, MA 02649. BID packages will be distributed at the site presentation. For questions, please contact Construction Manager Ernie Virgillio at 483 Great Neck Road South, Mashpee, MA 02649.

A.   SUBMITTAL REQUIREMENTS & DOCUMENTATION 

  1. Three Professional References including name, address, phone number, years known;

  2. Proof of insurance, registration and current inspection for all vehicles and/or equipment to be used;

  3. Proof of licensure for all drivers and operators;

  4. Certification of Insurance;

  5. Contractors must be familiar with procedures required for the purchase of material and equipment for tax exempt entities and all applicable TERO Procedures;

  6. Completed TERO Fee Application;

  7. Prevailing wage rates to be provided at site presentation.

B.   CONSTRUCTION PROJECT SITE AND CONCRETE WORK

  1. Contractors wishing to bid for this work must attend a mandatory presentation of the site construction and concrete construction work on May 31, 2022, at 10:00 A.M. EDT at 213 Sampsons Mills Road, Mashpee, MA 02649.

C.    CONTRACTORS BID PACKAGES

  1. Packages will be distributed at the mandatory site presentation on May 31, 2022, at 10:00 A.M. EDT at 213 Sampsons Mills Road, Mashpee, MA 02649;

  2. Contractors are required to sign in at the mandatory presentation on May 31, 2022, at 10:00 A.M. EDT at 213 Sampsons Mills Road, Mashpee, MA 02649. Contractors that are not on the sign-on sheet will be disqualified from bidding.

D.   BID DEADLINE & INSTRUCTIONS

  1. On-site design drawings and construction details work to be provided on May 31, 2022 at 10:00 A.M.EDT at 184 Meeting House Road, Mashpee, MA 02649 at the site presentation;

  2. All bids must be sealed and hand-delivered only to Mashpee Wampanoag Tribal Vice Chairman, Carlton Hendricks, at 483 Great Neck Road South, Mashpee, MA 02649. Bid Deadline is June 15, 2022 at 2:00 P.M. EDT and must be in accordance with these instructions and Invitation to Bid;

  3. The construction start date is to be determined;

  4. Substantial competition is to be determined;

  5. The bid will be for: stipulated sum for completion of work called for in specifications including allowances and described herin.

E.    QUESTIONS

  1. Questions and answers will be provided at the May 31, 2022 on site presentation. Questions after the presentation on May 31, 2022 will not be permitted;
